Scott Raines has served as Director of School Planning and Construction at the School Building Authority since June 2012 and has worked as a member of the SBA Staff since 2005.

Scott holds an Associate of Science Degree in Architectural Technology from West Virginia State University.  He has been involved in architectural design and educational planning for 20 years; he began his professional career working in the private sector where he participated in the design and construction administration of K-12 schools, Higher Education Facilities, long range planning and other public facilities. 
 
During his career in the private sector, he has been involved in the design and construction of numerous K-12 school facilities throughout West Virginia, including the new Spring Valley High School and Western Greenbrier Middle School.  In addition to the numerous K-12 facilities, Scott has been involved in the design and construction of several Higher Education and other public facilities such as the Marshall Commons Student Housing Complex and Harless Dining Hall at Marshall University and the Conference Center addition to Tamarack, in Beckley.  Additionally, he was involved in the long range planning of utility infrastructure upgrades across rural Putnam County.
 
In 2005, Scott began his public service career with the School Building Authority of West Virginia.  While with SBA, he has been involved in the planning and construction of numerous new and renovated school facilities across the state.  Additionally, he was involved in revisions of the SBA Policies and Procedures Handbook, the creation of the SBA Quality and Performance Manual and revisions to West Virginia State Board Policy 6200, Handbook on Planning School Facilities.  In 2012, he assumed the role of Director of Architectural Services. 
 
Scott is a member of the Council of Educational Facilities Planners International (CEFPI) and is a Recognized Educational Facilities Planner (REFP).
